The extended objections are filed following the heritage report issued by the Directorate-General for Cultural Heritage, file 2026-0184-A, concerning MP25. The report expressly identifies the action as HERITAGE IMPACT: NHT-BRL and is favourable, but conditional. Before a licence is granted for the recessed penthouse floor, a visual impact study must prove that there is no impact on the Traditional Historic Core and must be assessed by the Town Council. The association argues that this condition is not secondary because it affects an essential element of MP25’s planning compensation. It therefore asks that final approval not be granted before clarifying what happens if the study prevents the penthouse, requires it to be reduced or substantially changes its planned volume. The association requests safeguards: qualified professional, verifiable methodology, visual simulations, photomontages, viewshed analysis, shadow study, materials, relationship with protected homes on Calle San José, reasoned municipal report, referral back to Culture and hearing of interested parties.
