The Valencian Directorate-General for Cultural Heritage expressly identifies Specific Amendment No. 25 as an action with heritage impact on the Traditional Historic Core, classified as a Local Relevance Asset.
The heritage report is favourable, but not unconditional: before any licence is granted for the recessed penthouse floor, a visual impact study must be submitted proving that there is no impact on the Traditional Historic Core and it must be assessed by the Town Council.
For the association, this condition opens a legal maze: if the penthouse is the element supporting the planning compensation of MP25, a matter that may alter viability, economic balance, volume and coherence cannot simply be deferred to the licence stage.
The association has therefore filed an extension to its objections, asking the Town Council not to give final approval to MP25 without first resolving the urban-planning, heritage and economic consequences of this condition.
